ACTION 10.01.04
REDUCTION OF WATER POLLUTION FROM AGRICULTURAL ACTIVITY
OF MEASURE 10 “AGRICULTURAL AND CLIMATE MEASURES”
OF THE RDP 2014-2020
Schedule:
3rd quarter of 2017
- First year of implementation in 2018
- autumn crops 2017
- spring crops 2018
Objective of the action:
Reducing water pollution from:
- nitrate ions
- phosphate ions
- plant protection products
The action contributes to priority 4 – “Restoration, conservation and strengthening of ecosystems related to agriculture and forestry”.
Intervention area: West – East Thessaly, Magnesia, Almyros, Volos, Riga Ferrai, Larissa, Agia, Elassona, Kalampaka, Larissa, Tempi, Tyrnavos, Farsala.
Funding:
The public expenditure of this action amounts to the indicative amount of 177,000,000 euros, and is co-financed by the European Agricultural Fund for Rural Development under the Rural Development Program 2014 – 2020
Beneficiaries are farmers, natural or legal persons or groups of them, who are owners of agricultural land.
The parcels of the holding that will be included in the framework of the 1st Call for action, must meet the following eligibility criteria:
- to be declared in the Single Aid Application (EAE) of the interested party for the year 2017, which will be used as a reference application. In the case of permanent plantations (tree crops) the plots to be included must be declared in the EAE 2017 of the interested party with a tree eligible for the commitment
- be declared in the EAE 2017 as irrigated (at the level of the plot and not at the level of cultivation)
- located within the intervention areas
for the “Olive” cultivation group, the minimum planting density of the olive plots to be included is at least 80 olive trees per hectare (Ha), in order to ensure that it is a systematic olive grove.
The commitments made under the action are for five years.
Base line: Beneficiaries must adhere, annually and throughout the duration of their commitments, to the baseline of each commitment, as appropriate, in accordance with Tables M10-15, M10-16, M10-17 and M10- 18 of Chapter 8 of the RDP 2014-2020 (posted on the website www.agrotikianaptixi.gr)
General commitments:
The parcels included in the action must:
- be legally held annually and throughout the commitment
- to remain stable throughout the commitment period, as it is not allowed to change the parcels for which commitments have been made.
Special commitments:
COMMITMENT A: Fallow
- the beneficiaries undertake to set aside an area of fallow, which corresponds to at least 30% of the total integrated area
- Any agricultural activity is prohibited in the set-aside area
- If the set-aside commitment is to be applied to the action plots with a slope of more than 8%, then the beneficiary also undertakes to install ground cover plants (suitable winter legumes, cereals and crosses and mixtures thereof) on these plots
- If the area included in the action includes parcels adjacent to surface waters, then the set-aside is mandatory and the set-aside area remains constant throughout the commitment
Amount of aid:
Maize 45.1 € / acre / year
Sugar beets 50.2 € / acre / year
Outdoor fresh vegetables and vegetables 60 € / acre / year
Cotton 60 € / acre / year
The amount of aid will be reduced for the beneficiaries who are obliged to practice the practice of greening “eco-catering area (EFA)”, in order to avoid double funding for the 5% of the area that they are obliged to maintain as EFA. The rate of reduction of the aid will be determined in the institutional framework for the implementation of the action.
For the beneficiaries of the commitment with set-aside plots with a slope of more than 8%, in the amount of aid of the above table is added aid of 70 € / Ha / year and up to the limit of 600 € / Ha / year, to cover the additional costs of ground cover plants.
COMMITMENT B: Crop rotation
The beneficiaries undertake to set up a rotating area annually, which corresponds to at least 30% of the total integrated area.
Crop crops traditionally grown as dry crops (winter cereals and legumes) are established as crop rotation crops.
Aid height:
Maize 30.7 € / acre / year
Sugar beets 35.7 € / acre / year
Outdoor fresh vegetables and vegetables 60 € / acre / year
Cotton 51.3 € / acre / year
COMMITMENT C: Green manure in tree crops
This commitment applies to arboricultural areas of nitrate ion-vulnerable areas of agricultural origin covered by an Action Plan.
Thessaly is not included in the areas of Commitment C.
COMMITMENT D: Restriction zone on parcels adjacent to surface waters
The beneficiaries undertake to apply coastal restraint zone at least five (5) meters wide, on average, to the included parcels that are in contact with surface waters (rivers, streams, lakes, irrigation canals, drainage ditches, etc.).
In the coastal buffer zone, the exercise of any agricultural activity is prohibited, which may alter the environmental character of the area.
Amount of aid:
The amount of aid for specific commitment D is calculated from the following formula:
Amount of aid (€ / Ha / year) = (area of 4 meters wide restraint zone / included area) * Typical Gross Profit (TAK)
Loss of income is compensated for 4 of the 5 meters wide of the restraining zone
Winter cereals 342.20 TAC (€ / Ha / year)
Maize for corn 1,504.67 TAC (€ / Ha / year)
Chlorination livestock plants, legumes 1,431.40 (€ / Ha / year)
Potatoes 5,103.80 (€ / Ha / year)
Sugar beets 1,672.80 (€ / Ha / year)
Outdoor fresh vegetables and vegetables 9,694.33 (€ / Ha / year)
Cotton 2,194.17 (€ / Ha / year)
Sunflower 1,320.00 (€ / Ha / year)
The aid levels of the table will be reduced for the beneficiaries who are obliged to practice the practice of greening the “ecological focus area (EFA)”, in order to avoid double funding for the 5% of the area that they are obliged to maintain as EFA. The rate of reduction of the aid will be determined in the institutional framework for the implementation of the action.
